Oxfords are not always Brogues though they can be mistaken for them, It is the lacing system and the absence or presence of broguing that is the differentiating feature.  To overseas the shoes described in the article are more familiar as Balmorals while to the English they are known as Oxfords. To the English, the Brogue is an entirely different shoe a particular type of oxford with no seams, descending to the welt.  we use Oxford the traditional.
